Clay deputies providing Extra Patrol arrest 2

Clay County, Ky. -  Sheriff Patrick Robinson is reporting that on July 6, 2019 at approximately 12:30 PM Clay County Sheriff Deputy Tommy Houston along with Clay County Sheriff CSO Wes Brumley arrested Ricky Wagers, 39 of Tyner and Cleo Smith, 36 of Chadwell Hollow.

The arrest occurred while deputies was providing extra patrol on South Highway 421 when Deputy Houston conducted a traffic stop on a vehicle for infractions.

Upon contact with the driver it was confirmed through Clay County Dispatch that the driver had a suspended Operator license and had two active warrants for his arrest.

Through investigation it was determined that the driver and passenger of the vehicle were both under the influence of intoxicants.

Upon search of incident, Deputy Houston and Deputy Brumley located various illegal substances and drug Paraphernalia.

The driver was transported to AdventHealth Manchester where he refused to submit to a blood test.

Ricky Wagers was charged with:

• Serving Bench Warrant for Court
• Serving Bench Warrant for Court
• Operating Motor vehicle under the influence of ALC/DRUGS/ETC
• Operating Motor vehicle on Suspended or Revoked Operator license
• Obstructed Vision and/or Windshield
• Trafficking in a Controlled Substance 1st Degree 1st Offense
• Possession of a Controlled Substance 1st Degree 1st Offense
• Failure to Wear Seat Belt
• Drug Paraphernalia Buy/Possess

Cleo Smith was charged with:

• Public Intoxication of Controlled Substance (Excludes Alcohol)
• Drug Paraphernalia Buy/Possess
