ATV Pursuit & Arrests / Clay County

Clay County, Ky. - the Manchester Police Department is reporting that: On Monday July 22, 2019 at approximately 3:26 AM, Manchester City Police Officer Jeremy Garrison observed an ATV occupied by a male and female, turn off of South Highway 421, onto South Highway 11.

Officer Garrison initiated lights and sirens around Tri County Road at which point the male subject driving turned around but proceeded to continue without stopping.

The pursuit turned onto Add Hollow Road, Morning Glory Road, and finally Tolby Hollow Road where the male subject stopped the ATV and then fled on foot.

After a brief search, he was found hiding over an embankment. He was taken to AdventHealth Manchester and released.

Charles Asher of East Bernstadt, KY was charged with:

  • Operating ATV on roadway
  • Fleeing or evading police -2nd Degree
  • Wanton Endangerment -2nd Degree
  • Reckless Driving

The female, Tabitha Smallwood was arrested by Deputy Brumley for:

  • Public Intoxication
