MANCHESTER, KY (September 9, 2019 - The Manchester Police Department is reporting that: On Saturday September 7, 2019 numerous complaints were received from AdventHealth, on a male subject whom smelled of alcohol and was being verbally aggressive with the staff.
Upon arrival Sgt. Taye Napier encountered a Mr. Roy Osborne walking through the parking lot of the hospital, Mr. Osborne had glossy blood shot eyes, slurred speech and an odor of alcohol on his person.
Mr. Osborne had an apparatus from the hospital in his pocket with tubes attached to his chest.
Mr. Osborne had a similar encounter with M.P.D. previously at the same location.
Mr. Roy Osborne was charged with the following
- Alcohol intoxication in a public place- 1st and 2nd offenses

MANCHESTER, KY - The Manchester Police Department is reporting that: On Thursday September 5, 2019 at or around the hour of 1400 (2:00 PM), Officer C. Curry received a compliant at AdventHealth, in reference to a male subject being verbally aggressive and combative.
Officer Curry arrived at the hospital and was advised of the male subject’s name (Roy Osborne).
Upon speaking with Mr. Osborne he stated to officer Curry that he was not going to jail, and obtained an aggressive posture.
Mr. Roy Osborne was then subdued and charged with the following:
- Alcohol intoxication in a public place
- Menacing
- Resisting arrest
- Disorderly conduct
