Laurel County Sheriff John Root stated: "The War on Drugs" continues in Laurel County
Laurel County, Ky. (October 24, 2019) - Sheriff John Root Along with Sheriff's detectives,deputies, and a K-9 team arrested two individuals off Jesse Smith Road, approximately 10 miles east of London on Wednesday afternoon October 23, 2019 at approximately 4:26 PM.
The arrests occurred while Sheriff's investigators were conducting a drug investigation while investigating complaints in that area. Upon arrival at the scene, investigators located a male subject at the front door and learned that a female subject and two grandchildren were in the residence.
The female subject was found in the residence bathroom armed with a .38 caliber pistol. The female subject pointed the weapon toward Major Chuck Johnson and Detective Bryon Lawson who disarmed the female subject following a brief struggle.
Detectives and deputies found:
- Methamphetamine
- Marijuana
- Hydrocodone
- Scales
- Pipes and other paraphernalia
- 28 long guns
- 10 pistols,
- Collectible coins
- Alarge amount of U.S. currency
The two arrested individuals were identified as:
Johnny James Shoupe age 64 of East Laurel Rd., London charged with:
- Trafficking in a controlled substance – first-degree – first offense – Methamphetamine
- Trafficking in a controlled substance – first-degree – first offense
- Possession of a firearm by a convicted felon
- Two counts of endangering the welfare of a minor
- Trafficking in Marijuana first offense
Debbie L. Hubbard age 51 of East Laurel Rd., London charged with:
- Two counts of wanton endangerment – first-degree – police officer is victim
- Two counts of wanton endangerment – first-degree
- Trafficking in a controlled substance – first-degree – first offense
- Two counts of endangering the welfare of a minor
- Trafficking in Marijuana first offense
These two individuals were lodged in the Laurel County Correctional Center.

Also assisting was Social Services who were notified to place the children found at the scene.
