MANCHESTER, KY (October 30, 2019) - Clay County Sheriff Patrick Robinson is reporting that on October 29, 2019 at approximately 2:50 PM Clay County Sheriff Deputy Sgt. Jeremy Gabbard arrested Penny Smith, 30 of North Highway 421.
The arrest occurred when Sgt. Gabbard received a complaint that the above mentioned subject had stolen a wallet out of an employee’s office while she was waiting to be seen at Daniel Boone Community Action Agency.
Sgt. Gabbard received a location of the subject during the investigation at which time he located the above mentioned subject at Wal-Mart.
During contact it was noted that the subject appeared to be under the influence.
Penny Smith was charged with:
• Theft by Unlawful Taking or Disp- Purse Snatching
• Possession of Marijuana
• Public Intoxication of Controlled Substance (Excludes Alcohol)
