IRVINE, KY. (November 20, 2019) – The Kentucky State Police, Richmond Post is investigating a fatal collision that occurred just after 7:00 this morning on KY 82 (Spout Springs Rd) in Estill County.
The initial investigation indicates, a 2015 Chevrolet Silverado, operated by Kelsey Wheeler, 20 years old of Beattyville, KY, was traveling south on Spout Springs Rd, when she lost control of her vehicle in a curve.
Wheeler crossed the center line and collided with a 2006 Dodge Caravan, operated by Justin Carson, 34 years old of Irvine, KY, who was traveling north.
As a result of the collision Justin Carson was pronounced deceased at the scene by the Estill County Coroner. Kelsey Wheeler was transported to the University of Kentucky Hospital with non-life threatening injuries.
The ongoing investigation is being conducted by Trooper Neal Barnes. He was assisted on scene by KSP personnel, Estill County Sheriff's Office, Estill County Fire & EMS, Estill County Coroner's Office, Estill County Road Department, Hargett Fire Department, Powell County Sheriff's Office and the Powell County Fire Department.
