LONDON, KY (June 15, 2020) - Laurel County Sheriff John Root is reporting that: Laurel Sheriff's Deputy Tommy Houston along with Deputy James Fox arrested an adult male and an adult female early Sunday morning June 14, 2020 at approximately 3:26 AM.
The arrests occurred off Betty Lane, approximately 2 miles South of London after deputies were dispatched to a complaint received through Laurel 911 Dispatch from a five-year-old male juvenile that could not wake his father.
Upon arrival at the scene deputies were met by the five-year-old who took deputies into where his father was apparently passed out, head laying on the kitchen table.
Deputies alerted Laurel County EMS who arrived at the scene and were finally able to awaken the father who was determined by deputies to be under the influence.
In addition, during the investigation deputies learned from the five-year-old that his mommy was in her room. Deputies went to that room and noted that the adult female was on the floor passed out and noted that beside her on a table within a child's reach was a plate with white residue, a straight razor blade & straws with white residue inside all of them.
After awakening this individual, deputies determined that she was under the influence.
Deputies also located another child present in the residence –a seven-year-old male juvenile and noted that approximately 6 feet from the bed where the child was sleeping was an AR-15 style rifle sticking out of a backpack.
The two adults arrested there were identified as the mother and father of the two children:
Steven Ray Chandler age 37 of Betty Lane, London was charged with:
- Wanton endangerment – first-degree
In addition, this subject was charged on a Whitley District Court bench warrant of arrest charging failure to appear in court on charges of:
- Operating on suspended or revoked operator's license
- Speeding
- Disregarding a traffic control device – traffic light
- Contempt of court
Nila Maria Callahan age 38 of Betty Lane, London was charged with:
- Wanton endangerment – first-degree
- Possession of drug paraphernalia
These two individuals were lodged in the Laurel County Correctional Center.

Social services was notified and took custody of the two children who were later released to a family member.
