RICHMOND, KY – According to the Kentucky State Police, KSP Post 7, Richmond was contacted just before 5:00 p.m. Friday, November 17, 2023, in reference to a shooting that occurred outside of a residence on Gravel Lick Road in Madison County.
The initial investigation indicates Steve N. Dargavell, 58 years old, of Richmond, and Jonah L. Skaggs, 34 years old, of Richmond, were in a physical altercation outside of a residence on Gravel Lick Road in Madison County.
During the altercation, it is alleged Dargavell discharged a firearm, striking Skaggs. Jonah Skaggs was transported by ambulance to the University of Kentucky Albert B. Chandler Hospital with non-life-threatening injuries.
As a result of the preliminary investigation, Steven N. Dargavell was located at a residence on Dreyfus Road in Madison County and taken into custody.
Steven N. Dargavell was charged with:
- ASSAULT, 1ST DEGREE
- WANTON ENDANGERMENT-1ST DEGREE
- TERRORISTIC THREATENING, 3RD DEGREE
This individual was lodged at the Madison County Detention Center.

The ongoing investigation is being conducted by KSP Post 7 Trooper Jansen Hacker. He was assisted at the scene by KSP Personnel and Madison County EMS.
