DRUG ARREST OFF HIGHWAY 80 IN HORSE CREEK AREA OF CLAY COUNTY, KY

MANCHESTER, KY - Clay County Sheriff, Patrick Robinson, reports that on Wednesday, February 12, 2025, Deputy Sgt. Wes Brumley observed a black car come out of Gregory Branch Rd. making a right turn and cross the center line onto HWY 80.

Deputy Sgt. Brumley activated his emergency lights to conduct a traffic stop. The vehicle continued for a short distance to a wide spot across from Siberts Market on Highway 80 and pulled over.

Deputy Sgt. Brumley spoke to the driver, Cliff Brown, 43, of Manchester, and he was unable to produce an insurance card. Upon Deputy Sgt. Brumley requesting Brown to step out of the car to perform SFST, he observed syringes in the door panel along with a small glass bottle that fell from Browns’ pocket area onto the seat.

Deputy Brumley, along with MPD Officer David Gibbs, administered Standardized Field Sobriety Testing (SFST) that Brown failed.

Through investigation law enforcement located two types of pills inside the glass bottle. The white pills was identified as Gabapentin, and the others blue pills were unable to be identified.

Upon further search of the vehicle law enforcement located additional syringes and another orange small pill that they were unable to identity.

Brown was taken into custody and transported to Manchester AdventHealth and read implied consent in which he submitted to a blood test. This subject was later transported to the Clay County Detention Center.

Cliff Brown was arrested for:

  • CARELESS DRIVING
  • FAILURE TO PRODUCE INSURANCE CARD
  • OPER MTR VEHICLE U/INFL CONT SUB (189A.010(1D) - 2ND
  • POSS CONT SUB 1ST DEG 1ST OFF (DRUG UNSPECIFIED)
  • DRUG PARAPHERNALIA - BUY/POSSESS

This individual was lodged in the Clay County Detention Center.
