ROUTINE TRAFFIC STOP LEADS TO DRUG SEIZURE IN POLK COUNTY, OREGON

DALLAS, OR - On May 26, 2025 at about 1:53 p.m., a Dallas Police Officer stopped a white Dodge pick-up for speeding on West Ellendale Avenue. 

The driver, Richard Powers, appeared to be trying to hide something in the vehicle when the officer made contact with him. During the course of the stop, Powers admitted to the officer he had methamphetamine in the vehicle.

During this investigation, it was determined Powers had a suspended driver’s license and no insurance on the vehicle.  He also had multiple controlled substances in the vehicle. 

All identifications are presumptive pending lab confirmation.  In addition, there are as of yet unidentified substances in pill form. 

The suspected controlled substances seized included:

  • 23 counterfeit pills that are suspected Fentanyl
  • 55 counterfeit pills that are suspected to be a mix of Xanax and Fentanyl
  • 32 counterfeit pills that are suspected MDMA (Ecstasy)
  • 10 counterfeit pills that are suspected Heroin
  • 81 as of yet unidentified counterfeit pills
  • 36.2 grams of suspected methamphetamine
  • .9 grams of suspected cocaine

In addition, officers seized $1099.00 in cash, baggies and other paraphernalia.

Richard Powers, 58 years old, resides in Polk County and was arrested for:

  • Unlawful Possession of Cocaine
  • Unlawful Possession of Methamphetamine
  • Unlawful Delivery of Methamphetamine
  • Unlawful Manufacture of Methamphetamine
  • Unlawful Possession of a Schedule IV Controlled Substance
  • Unlawful Possession of a Schedule II Controlled Substance

These charges are expected to change as substances are identified and quantities are weighed and aggregated.

Powers was issued violation citations for:

  • Speeding (52 in a 35 MPH zone)
  • Driving Uninsured
  • Driving While Suspended 

His vehicle was towed.
