MANCHESTER, KY - The Manchester Police Department is reporting that: On Monday, January 13, 2020 around 6:30 PM Sgt. Jeff Couch arrested an intoxicated subject.
The arrest occurred after Sgt Couch observed an individual in the area of the old IGA building. Officers have received numerous complaints of subjects in the area stealing material from the building and trespassing.
Raymond Duff was very intoxicated and was spotted behind the old IGA.
