18 month old child found in freezing temperatures / Manchester woman arrested

Laurel County, KY - Sheriff John Root is reporting that: Laurel Sheriff's Deputy Taylor McDaniel along with Deputy Robert Reed, Deputy Joey Robinson, and Deputy Jamie Etherton arrested Melisha Harris age 40 of Manchester early Saturday morning November 10, 2018 at approximately 9:42 AM.

The arrest occurred on KY 30 approximately 1 mile northeast of London after deputies were dispatched to a complaint that a female subject was apparently passed out in her vehicle on the shoulder of the roadway.

When deputies arrived at the scene, they located this subject slumped over the steering wheel of the vehicle with the engine off and the vehicle in the drive position. In her lap was an 18 month old child with only a T-shirt and diaper on. Deputies noted that the child was very cold and shaking - Its feet and arms and legs were blue in color and very cold to the touch. An ambulance was immediately called for the child.

Deputies attempted to remove the female from the vehicle however she began fighting Deputy Reed and following a short struggle was taken into custody. She was determined to be under the influence.

The child was transported by Ambulance Inc. of Laurel County to St. Joseph Hospital London for treatment and was found to have a body temperature of 95.1°. Deputies noted the outside temperature was in the low 30s.

Melisha Harris was charged with operating a motor vehicle under the influence – first offense; criminal abuse – first-degree; menacing; booster seat violations; resisting arrest.

This individual was lodged in the Laurel County Detention Center.
