Arrest in Cabinet for Health and Family Services parking lot / Manchester

Manchester, Ky. - The Manchester Police Department is reporting that: On January 7, 2019 MPD officers responded to a call to investigate a female slumped over in a vehicle.

Upon arrival, officers located an SUV in the parking lot of the Cabinet for Health and Family Services building.

After waking, speaking to her and conducting field sobriety tests, it was determined she was manifestly under the influence of narcotics.

Officers arrested 38 year old Kelly Hoskins, of Manchester.

While conducting the arrest, officers located three baggies of Methamphetamine and Alprazolam (Xanax) in her possession.

Hoskins was charged with Public Intoxication, Possession of Drug Paraphernalia, Possession of Controlled Substance 1st degree 1st offense (Methamphetamine), and Possession of Controlled Substance 3rd degree 1st offense.

Hoskins was lodged in the Clay County Detention Center.
