Clay County, Ky. - The Clay County Sheriffs Office is reporting that: On July 30, 2019 at approximately 2:30 PM Clay County Sheriff Detective Jeff Kelsey arrested Jonathan Rice, 32 of Annville and Heather Gabbard, 28 of McKee.
The arrests occurred when Detective Kelsey was dispatched to a complaint of a female possibly being held against her will on South Highway 421.
Upon arrival the male subject wouldn’t open the door, witnesses on scene stated they could hear the female victim screaming for help.
Detective Kelsey and other units made entry into the dwelling where they located a female in the back of the dwelling.
Through further search they located a male subject attempting to hide in an automobile in the garage section of the dwelling.
Through investigation it was determined the male and female individuals had an active emergency protection order out of Jackson County but was still living together in Clay County.
Once the male's information was ran it was confirmed through Clay County Dispatch that he had an active arrest warrant out of Jackson County for Domestic Assault on the female on a prior date.
Jonathan Rice was charged with:
• Violation of Kentucky EPO/DVO
• Assault 4th Degree (Domestic Violence)
• Serving Warrant of Arrest (Jackson County)
Heather Gabbard was charged with:
• Violation of Kentucky EPO/DVO
