Clay County, Ky. (Sept. 11, 2019) - Sheriff Patrick Robinson is reporting that on September 11, 2019 at approximately 1:45 AM Clay County Sheriff Deputy Wes Brumley along with Manchester City Police Chief Chris Fultz, Manchester City Police Assistant Chief Jeff Collett, Manchester City Police Sgt. Taye Napier, Manchester City Police Office Jeff Couch, Manchester City Police Officer Jeremy Garrison, Kentucky State Trooper Jarrod Smith and Kentucky State Police Trooper Brian Maupin and K-9 “Gunner” received an anonymous tip that a wanted fugitive was at a residence on Roots Branch Road.
Upon arrival units on scene located an ATV, the VIN was ran through Clay County Dispatch which showed the ATV was stolen.
Units gained consent to search the property at which time located a male subject laying in the woodline, after a brief foot pursuit the subject was apprehended and taken into custody without further incident.
On the person of the subject units located Methamphetamine, Marijuana and U.S. Currency.
The owner of the residence was also arrested on scene.

- OPER MTR VEHICLE U/INFLU ALC/DRUGS/ETC. .08 (AGG CIRCUM) 1ST OFF (Indictment Warrant)
- OPERATING ON SUS OR REV OPER LICENSE (Indictment Warrant)
- Public Intoxication of Controlled Substance (Excludes Alcohol)• Fleeing or Evading Police On Foot 2nd Degree
- Receiving Stolen Property
- Trafficking in Controlled Substance 1st Degree (Methamphetamine)
- Possession of Marijuana
Brooklyn Hicks of Park Avenue was charged with:
- Receiving Stolen Property
- Hindering Prosecution or Apprehension- 1st Degree
