Laurel County, Ky. (October 14, 2019) - Sheriff John Root is reporting that: Laurel Sheriff's Deputy James Fox along with Deputy Allen Turner and Deputy Brent France arrested two individuals in a business parking lot off West Cumberland Gap Pkwy. approximately 11 miles South of London on Saturday night October 12, 2019 at approximately 10:51 PM.
The arrests occurred after deputies were dispatched to a disturbance complaint in the parking lot there involving a female subject allegedly being disorderly.
When deputies arrived at the scene, they located the suspect exiting her blue Jeep Wrangler and conducted an investigation determining that she was under the influence.
During the investigation the female subject attempted to conceal the identity of a male passenger in her vehicle. Deputies were able to determine that the male passenger was wanted on numerous outstanding warrants.
Upon arrest the female driver and a male passenger were found in possession of suspected Heroin and a large amount of US currency. In addition, after arrest and being placed in the patrol car, deputies observed the female subject moving around considerably in the backseat of the police car and found that she had slipped her handcuffs and attempted to conceal Methamphetamine in her possession.
Also, while the female subject was being processed at the Sheriff's office, she became belligerent yelling and cursing at deputies there.
The two arrested individuals were identified as:
Rebecca Lynn Welch age 22 of W. 5th St., Corbin charged with:
- Operating a motor vehicle under the influence – second offense
- Driving on DUI suspended license – first offense
- Hindering prosecution or apprehension – second-degree
- Trafficking in a controlled substance – first offense – Heroin
- Possession of a controlled substance – first-degree – first offense – Methamphetamine
- Tampering with physical evidence
- Disorderly conduct – first-degree
Ian Tyler Mounts age 20 of London charged with:
- Trafficking in a controlled substance – first offense – heroin
A Laurel Circuit Court bench warrant of arrest charging:
- Probation violation regarding charges of robbery – second-degree
- Terroristic threatening – third-degree
- Theft by unlawful taking $500 or more but under $10,000
A Laurel District Court bench warrant of arrest charging:
- Failure to appear for preliminary hearing regarding charges of resisting arrest
- Trafficking in Marijuana first offense
A Laurel District Court bench warrant of arrest charging:
- Failure to appear in court on charges of careless driving
- No operator's license
A Laurel District Court bench warrant of arrest charging:
- No-show for drug screen
- No-show for office visit
- No-show for drug screen – revoke bond regarding charges of resisting arrest
- Trafficking in Marijuana
These two individuals were lodged in the Laurel County Correctional Center.
