MANCHESTER, KY - Clay County Sheriff Patrick Robinson is reporting that on February 15, 2020 at approximately 12:00 AM Clay County Sheriff Deputy Wes Brumley arrested Billie Smith, 40 of North Highway 66.
The arrest occurred when Deputy Brumley was dispatched to an address on North Highway 421 in reference to the above mentioned subject contacting Clay County 911 numerous times within a short period stating someone was prowling in her property.
Upon arrival, Deputy Brumley made contact with the above in the middle of the roadway hallucinating.
Through investigation it was determined the subject was manifestly under the influence, scene was searched and no sign of any prowler was found.
Billie Smith was charged with:
• Public Intoxication of Controlled Substance (Excludes Alcohol)
• Falsely Reporting Incident
