FRANKFORT, KY – Attorney General Russell Coleman and Douglas Miller, Commonwealth's Attorney for the 18th Judicial District, announced that joint action by their offices led to the convictions of two Robertson County individuals for Medicaid fraud as well as for abuse and neglect of a vulnerable adult.
John Moyer, 50, and Rebecca Moyer, 51, were sentenced by the Robertson Circuit Court for charges related to their son, a Medicaid Waiver recipient. The Attorney General's Office secured guilty pleas for Medicaid fraud after the Moyers billed the Kentucky Medical Assistance Program for services they did not provide. The abuse and neglect charges secured by the Commonwealth's Attorney's Office stem from the Moyers' treatment of their son who was found to be living in horrific conditions in a home encompassed with human and animal feces.
The Court imposed a sentence of five years on both John Moyer and Rebecca Moyer, with the sentences probated for five years.

The Office of Medicaid Fraud and Abuse Control investigated the case after receiving a referral from the Robertson County Commonwealth Attorney's Office. First Assistant Commonwealth's Attorney Michael Laws and Assistant Attorney General Emily Reed Campbell prosecuted the case on behalf of the Commonwealth.
The Kentucky Attorney General's Office of Medicaid Fraud and Abuse Control receives 75 percent of its funding from the U.S. Department of Health and Human Services under a grant award totaling $6,650,000 for the federal fiscal year (FY) 2024. 25 percent of that grant, totaling $1,662,500 for FY 2024, is funded by the Commonwealth of Kentucky.
