MANCHESTER, KY - Clay County Sheriff, Patrick Robinson, reports that on Tuesday, November 12, 2024 Sgt. Wes Brumley, assisted by Deputy Dustin Henson, arrested two individuals from Laurel County after receiving a call about an active burglary in progress on private property at the old Horse Creek Fire Department off KY 80.
Sgt. Brumley and Deputy Henson arrived at the alleged burglary scene off KY 80 in the Pigeon Roost community west of Manchester and located two individuals working there and began an investigation.
During the investigation it was determined that the two individuals, identified as: Michael Wagers, age 56, of London, KY and and Teddy Parsley, age 43, also of London, KY were cutting down side panels and insulation inside a building not their own, and were also cutting down the tin walls and loading the material onto a pull trailer that was attached to a vehicle.

.Theft suspects, Wagers and Parsley were taken into custody and transported to the Clay County Detention Center
Michael Wagers was charged with:
- BURGLARY, 3RD DEGREE
- CRIMINAL MISCHIEF 2ND DEGREE
- CRIMINAL TRESPASSING-3RD DEGREE
Teddy Parsley was charged with:
- CRIMINAL MISCHIEF, 1ST DEGREE
- CRIMINAL TRESPASS-1ST DEGREE
- BURGLARY, 3RD DEGREE
- POSS CONT SUB 1ST DEG, 1ST OFF (METHAMPHETAMINE)
- DRUG PARAPHERNALIA - BUY/POSSESS
These two individuals were lodged in the Clay County Detention Center.
