CLACKAMAS COUNTY, OR - On Friday, May 30th, 2025, the Clackamas County Sheriff’s Office partnered with law enforcement agencies across the State of Oregon and the United States to conduct a large-scale retail crime mission.

For this mission, CCSO focused on retailers at the Clackamas Town Center, Clackamas Promenade and additional retailers along SE 82nd Ave in unincorporated Clackamas County.

During the 10-hour operation, coordinated by CCSO, law enforcement contacted individuals suspected of theft and other crimes as they exited stores, along with others believed to be involved in criminal activity in the area. The mission resulted in 34 arrests on a variety of charges and the recovery of more than $2,400 in stolen merchandise. In addition, 26 outstanding arrest warrants were cleared.

During the mission, several individuals taken into custody were found to have prior theft-related arrests in Clackamas County. Some had even been taken into custody for theft during prior retail crime missions.  Several were found to have theft-related arrest warrants issued in the Clackamas, Multnomah and Washington County Circuit Courts.

The mission was a coordinated effort involving patrol deputies and detectives from the Clackamas County Sheriff's Office, in collaboration with officers, investigators and deputy district attorneys from the Clackamas County District Attorney’s Office, Molalla Police Department, Oregon City Police Department, Sandy Police Department, and West Linn Police Department. Deputies from the Clackamas County Jail and Sheriff’s Office Property & Evidence Technicians played a key role in processing the numerous arrests and recovered items. Clackamas 911 (CCOM) supported the mission by providing mobile dispatch services.

Throughout the State of Oregon, additional retail crime missions were conducted in partnership with the Organized Retail Crime Association of Oregon (ORCAOR) chapters in the following counties:

  • Multnomah County
  • Washington County
  • Marion County
  • Lane County
  • Deschutes County
  • Jackson County

Those additional retail crime missions led to a total of 105 arrests throughout the State of Oregon on a variety of charges and the recovery of more than $8,000 in stolen merchandise. In addition, 68 outstanding arrest warrants were cleared.

This nationwide mission was coordinated by the Cook County State’s Attorney Regional Organized Crime Task Force (CCROC) in the State of Illinois (www.ccroc.org). The purpose of this mission was to bring law enforcement, prosecuting attorney’s offices, retailers and organized retail crime associations (ORCAs) across the country together to battle retail crime, as well as identify instances of organized retail crime (ORC).

Friday’s mission was funded in part by the Organized Retail Theft (ORT) Grant Program, created by Oregon Senate Bill 900 (2023) and administered by the Oregon Criminal Justice Commission. The Clackamas County Sheriff's Office was awarded funds for FY2024-25, which helps fund staffing and equipment for law enforcement missions and other efforts to combat organized retail theft and hold those offenders accountable.

Since 2022, the Clackamas County Sheriff’s Office has been partnering with local businesses and our local law enforcement partners to combat retail theft through similar missions. Additional missions throughout Clackamas County are planned for the future.
